PRE-SOLICITATION NOTICE Reference: Solicitation No. SGE500-12-R-0102 Security Upgrades for 38 Housing Units located at a U.S. Government Housing Compound in Khartoum, Sudan The United States Department of State has a requirement for Security Upgrades on 38 dwelling units located at a U.S. Government Residential Compound in Khartoum, Sudan. The scope of work for this project includes, but is not limited to: provision and installation of solid core wood entrance doors, windows, steel door and window grilles, save-haven door grilles, etc. All installations must be executed in accordance with U.S. Diplomatic Security-approved materials and procedures. A pre-proposal conference and site visit are planned to be conducted at Khartoum in mid-August, 2012, exact date, time, and location to be announced. Companies wishing to participate in this solicitation are expected to attend. The magnitude of this project is estimated to range between 1 and 5 Million U.S. Dollars. To be eligible for award, offerors • Must be fully licensed and authorized to perform construction projects in Sudan and is expected to be familiar with pertaining local business requirements, standards, procedures, applicable laws and regulations; • will be required to provide evidence of adequate qualification of all key personnel, and of adequate company experience in the execution of projects of similar size, magnitude, and complexity; • must have personnel with adequate English language proficiency so as to be able to conduct all verbal and written communications in English. Additional information: • The solicitation and the resulting contract will be subject to the laws and regulations of the United States of America; • The solicitation package and all project communication will be entirely in the English language. • The solicitation for this project will be competed utilizing full and open competition procedures; • The resulting contract will be a firm fixed-price construction contract.
