Z -- Simplified Acquisition Base Engineering Requirements (SABER) at Grand Forks AFB, ND

The contractor shall furnish all labor, management, supplies, equipment, materials, and other items necessary to perform the SABER contract at Grand Forks AFB, and Cavalier AFS, ND as described in the Statement of Work. This acquisition will be done in accordance with FAR Part 15 (Contracting by Negotiations) and award evaluation will be based on Mission Capability, Proposal Risk, Past Performance, and Price. The Mission Capability, Proposal Risk, and Past Performance factors will be afforded primary emphasis in the evaluation and are considered equal in importance. Combined, all three are significantly more important than cost or price when determining the best value to the government. This Contract will be firm fixed price with a basic period plus four option years at the government's discretion. This acquisition will be set aside for 8(a) companies only with a geographical restriction for SBA 8(a) registered companies in either North Dakota, South Dakota, or Minnesota. The North American Industry Classification System (NAICS) Code is 236220 with a size standard for this acquisition of $28.5 million. Once issued, offerors must review the solicitation to determine offeror eligibility. All qualified/responsible sources may submit a proposal, which shall be considered by the agency. The solicitation for this award should be posted by the end of November.
