The following work will be performed at the Patrick V. McNamara Federal Building, 477 Michigan Avenue, Detroit, MI 48225. Project Summary Description: This project is for a firm fixed-price contract. This procurement will be solicited as a HUBZone set aside. The work of this project is defined by the contract documents. The project includes, but is not limited to the following: The Department of State - Central Regional Director Office has a need for a General Contractor (GC) services for the, 17th Floor Office at the Robert McNamara Federal Building, at 477 Michigan Avenue, Detroit, MI 48225 and has asked for the General Services Administration (GSA) to assist. a. Furnish demolition operations as required to complete the project. Remove electrical and data outlets, partitions, wall finishes, floor finishes, ceiling finishes, lighting, doors and frames. b. New work to include new painted steel stud and gypsum board wall partitions with sound attenuation where required. New carpet, resilient tile finishes and new woodworking. Mechanical piping and plumbing system modifications. Required electrical power, data/communication and lighting system and control modifications. New infrastructure, cabling and terminations for structured cabling system. Furnish and install new doors, frames and hardware and security system infrastructure. New suspended acoustical ceiling, lighting system and control system, and/or reconfigurations where required. New HVAC systems including controls. c. Fire Alarm System modifications, to include auxiliary control and power device, only where required. The building has an existing modern fire alarm system. Provide new ceiling mounted fire alarm devices as required. d. Fire Sprinkler System modifications including installation of upright sprinklers upon removal of the ceiling system, and replacement of thin walled galvanized sprinkler pipe throughout the project area as indicated on the contract documents. New quick response pendant sprinklers to be installed in new ceilings. The contractor is to provide all the management, supervision, manpower, equipment, and supplies necessary for this project. This procurement is a HUBZone set aside. The Request for Proposal (RFP) is anticipated to be issued on or about December 17, 2018. Offers will be due on or about January 17, 2019 (the actual date of receipt for proposals will be stated on the solicitation). No public bid opening procedures are applicable for this solicitation. After award, the contract completion time for this project is 120 calendar days from notice to proceed. The estimated cost range for this project is between $500,000 and $1,000,000. This is a negotiated, best value procurement. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $36.5 million. The evaluation factors to be used are total evaluated price, past performance, and experience. The non-price factors, when combined, are significantly more important than price.
