Description This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to privatize the natural gas distribution system at Grissom Air Reserve Base near Bunker Hill, Indiana. Privatization, under 10 USC 2688, is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility system. The successful firm will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. The natural gas system being privatized is described as follows: Grissom ARB is located in north-central Indiana, about 50 miles north of Indianapolis. Grissom ARB consists of approximately 1,312 acres and has approximately 98 building and facilities. There is no military housing on Grissom ARB. The combined civilian-military workforce is approximately 1,700 personnel. However, the number of persons on base is significantly increased during periods when reserve training is being conducted. Annual gas consumption is approximately 73,000 CCF. The natural gas system consists of approximately 19,455 linear feet of plastic pipe varying in size from 1? to 6?. In addition, there are approximately 37 valves (of various composition and size), 32 regulators, ranging in size from 0.75? to 4?, and 10 meters, ranging in size from 1? to 4?.
