The Department of Commerce National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries , is issuing notice of intent to negotiate a sole source procurement with CAPTAIN JOHN, INC. This requirement is for the purchase of services to provide testing for Version 2.0 of the FLDRS Electronic Logbook software system to effectively evaluate version 2.0, to implement and troubleshoot additional electronic data feeds from depth sounders, and to conduct data precision investigations, contracts with vessels that have previous experience with the Study Fleet equipment and more specifically, vessels that have provided a time series of high quality data are required. The statutory authority is 41 USC 253© (1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302©(1). The applicable NAICS code is 114111. The size standard is $4.0 million. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (JUN 2006) will apply.
