This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. The solicitation number is AG-82FT-D-08-PHOTOPRINT and the requirement is issued as a request for quote (RFQ). Date posted to FedBizOpps: 18 OCTOBER 2007 Date posting will close: 01 NOVEMBER 2007 The Government intends to award a Firm-Fixed Price indefinite delivery, indefinite quantity (IDIQ) contract for film photo printing and scanning. The desired period of performance for the services described herein is anticipated to be 01 days after date of contract award and shall last for a period of 12 consecutive months. The services includes the contractor furnishing all labor, transportation, equipment, materials, supplies and supervision needed to perform film processing as described herein. This contract will include a base year and four one-year options. There will be no future synopsis in the event the options included in the contract are exercised. No new work can be issued after one year following award of initial contract unless an option year is exercised. The total contract value and cumulative delivery order issuances will not exceed $750,000.00. The procurement shall consist of services including film printing and scanning for various types of Kodak film. Orders will be made from either in entire film rolls or specifically identified frames within a film roll. Order quantity is in varying amounts from 1 to 5000 prints and can occur throughout the calendar year with the majority occurring during the summer months. Most orders will be for 1 or 2 prints per image. Pricing should be provided for each CLIN listed below as well as for each of the four option periods. Individual requested requirements include: CLIN 0001: Aerial film negative printing for Kodak Aerochrome III 2444/SO-846 9.5 inch film. CLIN 0002: Aerial film reversal printing for Kodak Aerochrome III CIR 1443/SO-743 9.5 inch film, Kodak Aerochrome III 2427/SO-359 transparency film scan and print. CLIN 0003: Color balance testing. CLIN 0004: Aerial photograph titling 9.5 inch film. CLIN 0005: High resolution scanning (10-15 micron scans) 9.5 inch film (on rolls). CLIN 0006: Moderate resolution scanning (20-40 micron scans) 9.5 inch film (on rolls). CLIN 0007: Low resolution scanning (45-70 micron scans) 9.5 inch film (on rolls). CLIN 0008: Non-photogrametric scanning. Delivery location will be specified on each delivery order and each shipped film will be accompanied with a return FedEx label that has been paid for by the Government. Orders for scanned images will be accompanied with a Government supplied external hard drive formatted as NTFS file system and all scanned images requested shall be delivered on the supplied drives. Performance Standards: Title/Print orders under 500 prints shall be completed within five business days; Title/Print orders between 500-2500 prints shall be completed within ten business days; Title/Print orders in excess of 2500 prints will be set on an individually negotiated return dates; Scanning orders under 250 images shall be completed within five business days after titling and printing (if requested); Scanning orders between 250-1250 images shall be completed within ten business days after titling and printing (if requested); Scanning orders in excess of 1250 prints will be set on individually negotiated return dates.
