Notice of Intent to Sole Source: Infectious Disease Modeling Study to Understanding Rotavirus Disease and Vaccination

The Centers for Disease Control and Prevention (CDC), National Center for Immunization and Respiratory Diseases (NCIRD) intends to award a sole source firm fixed price purchase order to Emory University, Atlanta, GA 30322, to conduct observational case-control studies to understand rotavirus vaccine effectiveness in various countries. This requirement includes performing complex agent-based modeling activities, quality management, and professional services in research. In order to be successful, all of these services must be conducted by personnel who have experience with identifying a suitable infectious disease agent-based model for evaluating the impact of rotavirus vaccination on disease frequencies, developing parameter estimates for factors that are included in the model based on review of the literature and consultation with disease experts, running simulation models and comparing the results with those observed in real-world settings, refining the models based on simulations and aligning them with real data and produce a final report outlining key factors and biases that need to be considered in interpreting the effect of rotavirus vaccines on disease burden. Emory University is the only facility with the resource necessary to satisfy the CDC requirement. This contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-l(b) (SAP). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received by 4:30PM ET on August 17, 2023 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
