The Department of Veterans Affairs intends to negotiate a noncompetitive award to Swerdzewski, Joseph & Associates, a Veteran-Owned Small Business (VOSB), for the Master Agreement Interest Based Bargaining Facilitator for the VA Palo Alto Health Care System, 3801 Miranda Avenue, Palo Alto, CA 94304. This procurement is a sole source award under the Veterans Benefits Act of 2003 in accordance with FAR 13.106-1(b)(1) Soliciting from a single source and VAAR 819.7008 Sole source awards to veteran-owned small business concerns. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Sole source justification has been prepared in support of this acquisition. This notice is NOT a request for competitive proposals. Scope of Work: The contractor shall furnish all personnel, materials, supervision, transportation and resources necessary to provide professional facilitation services for the Department of Veterans Affairs and the American Federation of Government Employees staff to negotiate the local supplement.
