This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FHF-14-R-0276. This procurement is issued as a Request for Proposal (RFP). The government anticipates awarding a Firm Fixed Price (FFP) contract as a result of this solicitation. The associated North American Industry Classification System Code (NAICS) is 518210 - Data Processing and Hosting. Size Standard $25 Million. STATEMENT OF WORK (SOW) - The Federal Housing Finance Agency (FHFA), Office of Policy Analysis & Research (OPAR) seeks to determine whether a set of indexes that track the rent-price ratio over time would be useful for detecting local and national housing market imbalances. Such indexes could be useful complements to FHFA's House Price Index (HPI) in the evaluation of housing market conditions. This requirement is for a contractor to provide a license dataset comprised of historical micro-level rental price data in accordance with the SOW under Attachment 1, Section B.2. PERIOD OF PERFORMANCE - The period of performance of this Contract is for a one-year base and four (4) one-year options. SUBMISSION OF PROPOSAL- To be considered for award, submit proposals electronically to

[email protected] no later than 11:00 AM on May 21, 2014. Proposals should consist of the following: (1) Written proposal addressing factors A and B, (2) Price/Business Proposal (Attachment 1, Section B.1 "Bid Schedule of Supplies or Services", and (3) License Agreement (as applicable). Proposals shall be submitted in accordance with FAR 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), and addendum, specified under the section "APPLICABLE CLAUSES". APPLICABLE CLAUSES - This solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular (FAC) 2005-73, Effective April 29, 2014. Provisions FAR 52.212-1, Instructions to Offerors-Commercial Items (APR 2014) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit proposal electronically to

Provision 52.212-2, Evaluation-Commercial Items (JAN 1999) is incorporated by reference with the following insert under paragraph (a): The following factors shall be used to evaluate proposals: (1) Factor A - Technical Capability of the Services Offered to Meet FHFA's SOW Requirement, Factor B - Past Performance, and (2) Price (Attachment 1, Section B.1 "Bid Schedule of Supplies or Services". The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The Government will evaluate the extent to which the proposal demonstrates a clear technical capability, experience, and understanding of performing all the data requirements and tasks identified in the SOW (Attachment 1, Section B.2). The Government will review proposals that satisfy the basic requirements set forth in. PAGE LIMITATION - Excluding cover pages, the technical proposal (include all non-price factors A, and B) is limited to 120 pages. Paper size shall be 8 ½ X 11-inch white paper with printing on one side only. The font size (typewritten or printed letters) shall be equivalent to 12 point Times New Roman (with the exception of pre-printed product literature). No reduction is permitted except for organization charts, tables, or other graphic illustrations. In those instances where reduction is allowable, Vendors shall ensure that the print is not less than 10 point Times New Roman. Each page shall have text margins of at least one (1) inch on all sides and single line spacing. Header/footer information (which does not include any information to be evaluated) may be included in the margin space. The Vendor's quote shall not exceed the page limitations specified. Pages that exceed the maximum page limitation will not be evaluated. PRICE (Business Proposal) - Offerors should complete Section B.1 (Bid Schedule of Supplies or Services) under Attachment 1 and return it with the proposal. The Offeror shall provide the unit price for EACH item as well as the extended price for the Period of Performance identified. There is no page limitation. Additionally, the Offerors shall include any applicable license agreement with its proposal. BASIS FOR AWARD - The evaluation shall be conducted in a lowest price technically acceptable (LPTA) manner. Each technical factor will be evaluated as "Acceptable" or "Unacceptable". To be determined technically acceptable, the offeror must be rated "Acceptable" in each of the areas identified by the following technical evaluation factors A and B: Factor A - Technical Capability of the Item Offered to Meet FHFA's SOW Requirement (Attachment 1, Section B.2). Government will evaluate the extent to which the proposal demonstrates a clear technical capability, experience and understanding of performing all the data requirements and tasks identified in the SOW (Attachment 1, Section B.2). At a minimum, the Offeror shall provide background materials evidencing its knowledge and experience of the industry to include the following: (1) A detailed accounting of all geographic areas for which the licensed dataset has coverage. The geographic information provided should be sufficient to allow FHFA to confirm that the offered dataset satisfies the minimum criteria set forth in the SOW. The "begin date"-the first historical date on which data are available-should be denoted for each area. (2) A detailed list of the housing unit types and property/building types for which separate rental series are available. (3) A detailed list of the variables to be provided. This should include descriptions for each of the variables. Acceptable: Meets or exceeds FHFA's requirements as outlined in the SOW. The technical capability, experience, and understanding of performing all the data requirements and tasks meet or exceed FHFA's requirement as outlined in the SOW. Unacceptable : Does not meet FHFA's requirements as outlined in the SOW. The technical capability, experience, and understanding of performing all the data requirements and tasks does not meet FHFA's requirements as outlined in the SOW. Factor B - Past Performance. Offerors shall identify up to three contracts, which it has recently performed within the last 3 years from of the release date of this RFP, or is currently performing, that are similar in nature to this contract. Provide the following information with respect to each of these contracts: a) Contract number, contract type and dollar value; b) Date of contract award and period of performance; c) Name, address, telephone number and e-mail of all applicable contract points of contact; and d) Brief description of contract work, scope, and responsibilities; The Government may contact the listed person(s). The description of each example shall not exceed 1 page (3 in total). Past Performance: The Government will evaluate past performance as a measure of the Government's confidence in the Offeror's ability to successfully perform this contract based on demonstrated relevant and recent past performance on projects similar to FHFA's requirements in size, scope, and complexity during the last three (3) years from the date of this RFP. The evaluation will consider the extent of the Offeror's recent and relevant past performance and demonstrated ability to meet performance/technical requirements, compliance with contract requirements, schedule, customer satisfaction, reliability, responsiveness, adequacy of resources, and quality. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance. Vendors will be rated neutral. While the information provided from Offerors regarding references will be evaluated on documentation submitted in the proposal, the technical evaluation team may also use knowledge gained from additional sources, including Federal government contractor performance databases. Acceptable: Past performance is applicable in terms of content, scope and complexity and at least good in quality, timely delivery, customer satisfaction, reliability, responsiveness, and adequacy of resources. The Offeror's record of past performance indicates there is very little risk associated with receiving quality products, timely delivery of services and contract performance. Past performance surveys and the Offeror's performance indicate that the Offeror will meet or exceed the requirements of the solicitation. Unacceptable: Past performance may be limited in applicability in terms of content, scope and complexity and at least marginal in quality, timely delivery, customer satisfaction, reliability, responsiveness, and adequacy of resources. The Offeror's record of past performance indicates there are significant risks associated with receiving quality products, timely delivery of services and contract performance. Past performance surveys and the Offeror's performance indicate lack of customer satisfaction and the Offeror's performance indicates the likelihood of several major problems during performance of the requirements of the solicitation. Neutral: No past performance available for evaluation. Offeror has asserted that it has no directly related or similar relevant past performance experience. Proposal receives no merit or demerit for this factor. PRICE (BUSINESS PROPOSAL) - After a proposal has been determined technically acceptable, price becomes the most important factor. There will be no trade-offs. The Government reserves the right to award without discussions.
