This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-011-4384-08 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-24. This procurement is a total small business set-aside. The NAICS code applicable to this acquisition is 423720. For a company to qualify as a small business, the small business size standard is 100 employees. USDA, ARS has a requirement for one variable speed drive pressure control system. Supplier is to provide a complete fully automatic pressure control system that tracks actual system pressure. At a minimum, the system shall meet the following performance requirements: 480/3/60 single point power connection with disconnect, 304 stainless steel header piping, high efficiency motors with 15 H variable speed drives, three pump system - 525 GPM total, 175 GPM per pump, 40 PSI Boost, 20 PSI Inlet pressure, 92? TDH, maximum package size 72?W x 48?D x 72?H. This should be a complete skid mounted package: fully assembled, piped, wired and tested. Pump structural steel base shall incorporate rubber-in-shear vibration isolators. Package system shall be Underwriter Laboratory (UL) listed. The controller shall be UL 508 approved. Centrifugal pumps should be close coupled. System piping shall be of 304 stainless steel pipe with double ended flanged connection for flow in either direction. Pump design and package layout must allow pump service without disconnecting piping. It must incorporate a three valve bypass. Pumps are to be constructed of ductile iron with 316 impellers and trim with 200 psi working pressure. System must have manual constant speed by-pass, variable speed drive for each pump, isolation valves on each pump, PRV on each pump, programmable pump controller with panel mounted user interface, user selectable manual or automatic alternation, high temperature pump protection, low suction pressure shutdown, high system pressure alarm, local alarm indication, remote alarm contacts, single sphere flexible connectors, door mounted PLC Controller interface and liquid filled Severe Duty S/S pump pressure gauges. Two copies of descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 60 days ARO. Equipment price should be FOB Ft Pierce, FL. Quoted price should include delivery costs. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (VISA) card. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-6 Notice of Total Small Business Set Aside and 52.225.13 Restrictions on Certain Foreign Purchases. Also applicable are 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration and 52.233-4 Applicable Law for Breach of Contract. All sources wishing to provide a quotation must respond by 1:00 PM EDT, April 1, 2008. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Government?s functional and performance minimum specifications listed herein. Offeror shall include references of three firms for which similar equipment was provided. The anticipated award date is April 8, 2008. All responsible sources may submit a quotation which shall be considered by the agency.
